请大家指教，为什么要选该答案

(A) Few if any of the RDS radio stations that began broadcasting in Verdland after 1994 broadcast to people with RDS-equipped radios living in areas not previously reached by RDS stations.

问题问假设：问中说1994 到1996 之间 , the number of RDS radio stations 增加了很多number of RDS-equipped radios 也增加了很多 但是the number of Verdlanders receiving the special program并没有增加很多。

其假设就是只要广播站的数量和radios新增加很多，听广播的人也要新增加很多。换句话就是：这些新增的广播站广播的对象应该是以前没有听此广播的人，如果新增的广播的接受对象是以前就听广播的人，那么就不会增加很多新的听众。

所以就是a的意思，只有 很少的在1994就已经设立的station会扩大它们的广播范围，新设立的广播站的广播对象是新的以前未听过的人。
