文章得出这样的结论是基于龙虾的量没有变动的情况下得出的

即92年有多少龙虾，96年也该有多少龙虾，这样两者的差值就是96年非法捕获的量

但是如果96年实际上的龙虾的量并不多，并没有达到92年的水平，那么用92年作为基准点来推96年的量的话，就不合适了

A说96年，龙虾的总量没有大幅下降，那就对了，如果96年实际的龙虾其实很少，那么就不能把不存在的龙虾的量也算在非法捕捞的头上，其他96年没捞那么多。

个人感觉这里的expensive不做昂贵解释而相当于extreme
