the answer is b.
why c and d are not incorrect.?

the answer is e. why not a?

Your first question:

C, D, they are out of scope. B is right because: at the first beginning of this question,
it mentions   
(1)  "Insect infestations in certain cotton-growing regions of the world have caused
dramatic increases ", and later on

(2)   " many soybean growers in Ortovia plan to cease growing soybeans and begin raising
cotton instead"

many soybean growers make the  decision (2) based on (1),  only B can make the (1) not
happen, so it weakens the  plan’s (2) chances for success.

the second question is not complete, But I cannot find the question, I have done this before, wjwjjun,can you paste it again?

I remember the question number is just before the second fact, and the first fact is before the question number( it is a edit mistake).
