Today’s low gasoline prices make consumers willing to indulge their preference for larger cars, which consume greater amounts of gasoline as fuel. 题目的意思是因为油价的下跌,美国汽车生产商不再追求高效能的技术,但是这是对汽车产业未来不利的

C的意思是,表面上看,别的国家的生产商也没有生产什么高效能的技术的汽车,但是他们并没有停止研究,一旦,油价上涨,他们可以立即投入生产.而美国的生产商却没有未雨绸缪,不能快速应对环境的变化.

A is good but not enough since we do not know the cost of new cars and old ones.

B is on the opposite and has less relation with the points

C, the best answer, which allude the predict rise in the price of oil, the condition will hurt the automaker. 

D makes no sence since the customers need big cars, it's unnecessary to make the fule-effecient cars only due to the higher technology development.

E comparsion between mass transport and automobiles besides the point of argument.
