                alligator population has been declining in recent years, primarily because of hunting.  Alligators prey heavily on a species of freshwater fish that is highly valued as food by Parlanders, who had hoped that the decline in the alligator population would lead to an increase in the numbers of these fish available for human consumption.  Yet the population of this fish species has also declined, even though the annual number caught for human consumption has not increased.

C E are wrong because they are not even related...so it narrows down to A and E

A and B might sound tempting but with the original paragraph already stating that "the annual number caught...has not increased," , they could not stand either

For D, my guess is that the relationship between Alligator and the fish are a two-fold.  On one hand alli predates fish , on the other hand the hole alli dig provides a safe reproduction place for fish.  So when alli are gone, there are no holes left for fish to lay eggs, so the population of fish also declines
