1. Discussed too many times. I hope this is my last time to talk about it. The question is concerned with the "real voice", not about local news coverage. One newspaper can exclusively talk about out-of-town news and still be the real voice of the locality.

2. If the argument is that the US can keep its consumption at present level, D is correct because it shows that it is possible to do so. In another word, B addresses why and D addressed how.
