意思是说，他的cost降低了
但是库存的货（或者其他什么咚咚）让他能给客户供货，revenue保证。

就是说虽然因为有罢工但是因为可以用库存的货物保证客户的供应，而且因为没有发工资给罢工的，所以成本下降
