选b,我选了c,请高手解答两者有什么分别?

what the c says is not metioned in the passage and if a person possessing the two characters exists ,the argument will not be weaken.as for me , it is out of scope.and would you please show me how do u make a choice of c?

我觉得题目就在讲Ethical inventiveness and technical ingenuity之间的冲突,所以就用不能同时拥有来加强呀.其实我觉得b也好,只是区分不出b和c的分别

what the passage says is about politican's different attitude to social inventiveness and technical ingenuity and the sequence of that ,and it says nothing about the existence of contradiction between the two kinds of talent.
