The problem is that I could not understand what the percentage is for,--- for the whole population or for the rich(poor) people?

If for the whole population, then the answer is good.

If only for the Rich(poor) people, then does not make any sense, what if USA has 1000000000 poor people, while 10 rich people?

比如过 实际 穷人：富人 是 2：1， 双方都少算一个比例 （如 5%），但是穷人和富人的比例还是2：1。
