A for表目的表达不是很有效 而且原句的意思是：新合并的公司将会占有15%的市场份额 不是说他们合并公司是“为了占有15%的市场份额” 所以用that比较有效

我来试着解释一下：

第一步：which的位置不当，可以理解为就近修饰the Midwest and the West,引起歧义。所以排除CDE。

第二步：forming引导伴随状语.

A中如果表示目的应该用to do 比for doing...简洁。我凭语感 句子的重心强调的是a new company而非controlling持续的动作。。。所以用定语从句 that would control来修饰a new company更合适。我直觉会选B。但是还真解释不清。期待NN来解释一下.
