It is the industrial center of the region, and historically it has provided more than its share of the region’s manufacturing jobs. In addition, Helios is attempting to expand its economic base by attracting companies that focus on research and development of innovative technologies.”

1.低失业率并不代表Helios能给所有的公司带来新的opportunites.相反,低失业率很有可能是因为劳动力缺乏而导致的,那么新的公司在H市开展业务,很有可能无法在当地找到合适的人选,从而提高人员的cost.

2.过去的情况不能代表将来(all things are equal),很有可能接下来几年出现的经济状况会对helios市造成不好的影响.

3.H市制造业方面的工作机会多,但并不代表也有适合R&D的合适人才,所以如果相关的企业在H市开展业务,很有可能失败.
