第二个呢？题目说，Since Civil Service employees know how hard it is to fire them, they tend to loaf，但是他们还是没有被fired掉，所以more should be fired.

The worker became lazy, but we don't know lazy they are, maybe not up to the degree of getting fired yet. Hence, II can't be infered from the context.

I为什么也不选，我不明白。。。tend to loaf 不是一个负的影响吗？请帮助解释一下行吗？
