E 肯定不对，新的铁路让住在市郊的能够坐火车上下班。这对高速公路的又没有影响。

但也想不通C，难道是说因为这个堵塞太严重了，就算修了铁路也解决不了？？？

结论是：调查结果说明了，如果铁路成功，公路堵塞也不会减缓。

C说过去20年公路堵塞时间增长很厉害，并没有解释未来修铁路为什么起不到效果。

注意A选项的primary benefit they would experience，受调者的第一预期利益是less congestion，为什么这对他们说是利益呢……因为他们还是会开车……

试想，如果他们会坐火车（铁路起到效果），那么当然less congestion对他们来说就一定不是第一利益了，因为他们用不着开车。

答案到底是什么？考试遇到了怎么办？

A应该是答案，不可能是C，理由如下

1.这是EXPLANATION题，解释expansion of the rail system不能achieve its goal of easing congestion。要解释的是expansion前后highway congestion不会变化，对比的是expansion前后的情况， B讲的是过去20年的情况，显然不清楚是不是讲expansion前后的事。所以无关，无助于解释expansion前后的变化。

2.即使expansion后congestion时间变长了，仍然不能解释。因为变成“因为expansion后congestion时间长了，所以expansion没有ease堵车情况”，这等于白说，没有提供unlikely ease congestion的理由。等于说“因为塞车更厉害，所以堵车问题没减少”

3.对于A。如果多数人认为less congestion将是他们的primary benefit，这意味着他们还是选择开车走highway，这正好解释了congestion情况无法ease
