OG解释：In choice E, the verb forms having and registered are not parallel. 我觉得两个部分都是分词做定语，有何不可？为何一定要用两个定语从句呢？

the problem is that "as registered" is wrong.

if E were as having a gross weight of less than 8,000 pounds and being registered to an individual, E would be correct.
