我觉得B在暗示 有他因导致失业率上升，并不是工资高低的问题 所以削弱了

C 推理主要在说工资低导致童工失业率高 而且是1960--法案出台前 与 法案出台后比较 C这个选项一是比较的时间范围不对（holiday& warm weather season）,二是hire extra help不能weaken工资影响失业率阿
