Some legislators encourage a change to the life sentence.
Life sentence will be imposed on group A.
Group A = people who have gone to prison 2 times for serious crimes and now are convicted of a 3rd serious crime.

法官提出颁布这样的命令,就是对犯过两次重罪,第三次犯罪的人执行无期徒刑.

犯过两次重罪& went to prison each time + 第三次犯[重]罪.  Not important here but might be helpful when answering other questions.
