题目的意思:3%的在马里兰的司机为车装雷达,33%的超速记录单的车都装有雷达。这是个数字题。你想啊:正常情况下,应该得出的结论是只有3%的超速记录单里的车装有雷达,现在的数字是33%。只能说明是不装雷达的人不超速,装雷达的车屡次超速,使得超速罚单的装雷达的车子的比例高达33%。


应该是这解释
