1. the vulnerability of country Y's foreign exchange reserves (B) emphaseze the need to conserve foreign exchange(这句话没问题,我理解), but does not indicate which mode of steel production best accomplishes this.(个人觉得假如把B和题目中的其他条件结合看,应该是说iron ore 会好一些,因为它花费的foreign exchange 会比scrap iron 少, 所以不是does not indicate which mode of steel production best accomplish this)

2. choice c is neutral between the modes of production(我觉得同样把C结合题目中的条件看的话应该是说iron ore 会好一点,因为质量一样,而iron ore价格又便宜一点)

3. 只有在已知正确答案C的情况下,看BC才会得出neutral或does not indicate which mode of steel production best accomplishes this这样的OG解释

如果支持A,就选A的优点

如果削弱A,就选A的缺点

如果ASSUME,那么A, B没有区别

当然可能说的太笼统了,不过就按照本题来说可是这样理解

A;scrap iron(进口的,要外汇买)  .B: iron ore(本国自己的,不涉及外汇),题目要求支持外汇买scrap iron这个政策,尽管外汇贮备较少

答案A中scrap iron价格上升,会用更多的外汇,削弱

答案B中,外汇贮备下降,但是未涉及A,B的比较

答案C中,AB没有区别,不选

答案D中,如果正如专家预测的,对scrap iron的需求增大,那么可以the steel thus produced WILL  earns more foreign ,支持该政策,但是如果专家预测失灵呢?

答案E涉及AB的比较,至少说明A优于B,所以正确
