The only choice that must be true in order to conclude legitimately from the drop in the wholesale price of illegal drugs that the program was a failure is choice E, the best answer. If the drop in price was caused by a drop in demand, there is no reason to suspect that there has been any increase in supply caused by drugs entering the country.

我理解og的讲解是

取非，如果需求是主要原因，那么国外药物可否进入就不是影响国内价格降低的最根本原因

可是需求就应该是主要原因，那么非法药物的进入才会影响到国内药物的价格阿，非法药物的进入影响国内药物价格不就是因为供给的不同，需求会产生变化的原因么，所以间接还是和需求有关阿

这题我到现在已经晕菜了，哪位高人点拨以下，谢拉

我的理解是，取非后，需求下降是药品价格下降的唯一原因的话，那就不存在是非法进入的药物增多而引起药品价格下降了，那么也就无法证明政府的program是否失败。

Let me rewrite the sentence for easier comprehension: if illegal drug was successfully control in 1987, then, the wholesale price would not dropped in that year by assumption of demand of illegal drug was not the sole cause of the drop.
