12，我选A。虽然我理解污染与经济成比例的假设，不过我觉得，前提应该是那些企业都遵守了CAA，才能把责任推到CAA上面啊。为什么这个不是呢？

13，我觉得只有5％不算是weaken啊。如果这5％ 的企业都是超大规模的企业，也可能造成经济衰退呀。我选的是A，全国经济都在衰退，所以州经济衰退就跟环境污染无关。
