we now know that tax rised, but if the sale of the product decreased, the government office will not increase revenue...

so the answer is C

Thanks. 原文的结论是说可以实现预期收入，我开始理解的重点是说只会使富人受影响。所以总在试着去找看普通人是否受影响的因素。
