这里的whereby什么意思？主谓宾是什么？我查了whereby有凭借和因此的意思，那么这句话的意思究竟是 追踪过程，因此某个提出的法律最终实施了 还是 凭借某个法律最终被实施来追踪过程 ？

还有一句话不太明白，it does not trace the process by which this occurred. 请问by which又是什么意思？
这两句话都来自og rc p402
回答一下我的问题，就当攒人品了好吗？回答一下有那么难吗？
