Background information:  This year, each film submitted to the Barbizon Film Festival was submitted in one of ten categories.  For each category, there was a panel that decided which submitted films to accept.

题干说：每个分类里面，国内，国外的接受率都是一样的。但总的来说,国内的接受率大大高于国外电影。

E很好的解释了这一点，大部分外国电影都投在接受率为5%（打个比方）的类别中，而大部分国内电影都投在接受率为10%（打个比方）的类别中。从而导致了题干的情况的可能发生。

很多的外国电影都跑到其中几个类别中参选了，而国内电影大部分却在别的部分；可理解为外国电影在这里损耗了大部分的兵力，以致在其它部分虽然RATE和国外电影一样，但number就远远低了（像田忌赛马, 又有点像正态分布），无法在总体上与国内电影竞争。
