语法求助~关于to do

大家好，我又来求助语法了，是OG18上的一道题：
The use of lie detectors is based on the assumption that lying produces emotional reactions in an individual that, in turn, create unconscious physiological responses.
(A) that, in turn, create unconscious physiological responses
(B) that creates unconscious physiological responses in turn
(C) creating, in turn, unconscious physiological responses
(D) to create, in turn, physiological responses that are unconscious
(E) who creates unconscious physiological responses in turn
主要纠结的是D选项的解释，to do在这里不知道修饰谁，我觉得这个说法说服不了我，因为我觉得就是修饰reactions的啊...是不是因为reactions in an individual，后面是状语，而又比如另一个句子With its network and the patience of its customers strained to the breaking point, the on-line service company announced a series of new initiatives to try to relieve the congestion that has led to at least four class-action lawsuits and thousands of complaints from frustrated customers.这里面company和initiatives是主宾关系，所以to do直接只修饰主语company？所以后者不存在修饰歧义，而前面那个句子就存在模糊点吗...我知道这个句子用to do肯定是错的因为不存在目的关系，但对这个to do的修饰真的有点疑惑...感觉快被自己弄晕了，请大神们帮忙解答一下，也希望大家不要嫌弃我奇怪的关注点

to do的用法必须有intention呀，这里lying的intention不是create responses；reaction create 了responses但是reaction的intention也不是create。而且to do 修饰vague，语法上既可以修饰individuals也可以是reactions，逻辑上来说individual更可能create，那么意思就跟原句不符了
后面那个例子to try to relieve是有intention try和relieve在里面，而结合后面句子意思lead to law suits我们也能知道company本身无法lead to lawsuits,to do只能是修饰initiative

以上是我的想法，不保证都是对的

第一句我觉得你说的很有道理～我确实没有注意到intention的情况，to do的修饰有歧义，是因为这里create的动作主语必须是reactions而不是individual。但是第二句to do的动作主语我认为是company~因为只有company才能try to relieve…而且这里应该是不定式作谓语吧～后面的led to…lawsuits应该是that从句的动作修饰congestion的，所以第二句的to do没有问题～

就是经常会去考虑to do的动作主语有没有发生改变，或者动作主语能不能做后面的动作，但对于to do什么时候修饰vague有些迷糊
