if D is changed to '...was not eight or more cents higher than it had been the previous year', it could be the answer...

如果D改成increase就不可能是正确答案了

如果说销售的减少是因为tax的原因， 那么前提就是说， 香烟本身的价格没有上涨， 否则， 销售减少的原因就不一定是tax的缘故了。

并且， 如果在加税后， 香烟本上的价格降了 超过8cent的话， 那么其实买一包香烟反而比去年更加便宜了， 那么sale的减少就必定是别的原因， 而非价格造成的。

所以D是正确答案。

而A只是一个干扰选项， 没有什么可比性的。

PS 美国的购物是这样的， 买东西n块， 然后付帐的时候还要加税m%（有些地方食品不上税）， 结果你最后要付的钱就是 n*(1+m%)

我当时选A的理由：排除他因：香烟本身的价格没有上涨； 否则，香烟本身的价格大涨导致了销售减少， 那么结论（销售的减少是因为tax的原因）就不成立了。为什么说：‘A只是一个干扰选项， 没有什么可比性的’呢？

我理解A说的increase有问题   所以就不考虑了  就好像之前说如果D改成increase的问题
