这道题我有困惑的不是答案选项，而是句子第一句话， With corn, soybean, and wheat reserves so low that a poor harvest would
send prices skyrocketing . 在我印象里， with本身只能接短语、名词词组或with独立主格，一定不能接从句。但这句后面接了一个从句？（因为有that，有主语 a poor harvest, 有谓语 send) ？
OG上面的解释是这句话是participial phrase（分词短语) 这又是为什么呢？还是我本身概念混淆了？
