答案是E， 可是我觉得city official的观点此处并不明确，他只是陈述一种现象， insured 比 uninsured呆的时间长。得不出他的argument是insured patients have much longer stays in the hospital than necessary, and they tend to have more procedures performed than are medically necessary.

还有argument究竟是（肯定的）观点还是（否定性）的辩论呢？

请大家指教一下！

However, this conclusion is almost certainly false

注意，整段话是City Official说的，因此其中的观点除了明确说是XXX的观点外，都是他的观点。注意Cirtics of hospital have concluded that..However，陈述了批评者的观点，态度转折后说明的就是他的position或者说conclusion，后面是对conclusion的解释。

我觉着BF题一定要分清楚谁的态度/结论，因为里面可能出现二个或者多个人及观点

argument没有肯定/否定的含义，只是是对某个问题回应。
