My personal opinion:

when price drops, there are two possibilities: a drop in demand or an increase in supply(or both)

E says drop in demand is not the sole cause => other cause exist, that is supply increases (This is caused by failure in controling of illegal drugs)

不能，改了就不对了。

把E取非，A drop in demand for most illegal drugs in 1987 was the sole cause of the drop in their wholesale price，就说a drop in demand是唯一降价的原因，这样就完全削弱了题目的结论：是由于program的failure导致的降价。

如果把唯一去掉就不对了。

这题完全考经济学原理么，就是影响价格的两个因素：供给和需求。
