原本的意思是这个地基儿对借债是鼓励的，因为还息的钱可以免税，同时不鼓励储蓄，因为储蓄的利息收税，然而，它又不是一成不变的对借债优惠而对储蓄不鼓励，因为如果这样，就不应该存在，不应存在的东西一定是优惠储蓄的，那么A 是最佳选择
