支持C, 第一遍看没有注意substandard, 看完了觉得没有选的, 后来发现了这个, 就ok了.

如果说取消了检查的, 大量的不合格的进口出现, 那最终肯定要危害消费者. AE无关.

我觉得那个substandard不是关键，没有这个，只是说这个inspection是否影响进口就可以得出结论。题设中关键的是，

C说agency的措施使得那些假货不敢输入substandard的东西了。

第一眼还看成了standard了，哈哈

明显只有C对啊...其他答案都好无关啊！！
