我觉得哪一个选项都不对，为什么e是对的呢

答案是B吧？

我个人理解（根据后面的句子）priced out是因为薪水高而被拒绝。（因为有法律保护）

我开始选的也是E，但是后来发现occasinally  declined并不能完全排除最低工资对unemployeement rate的影响。而在rate上升的过程中，最低工资保持不变，排除了minumum wage对rate具有影响，因此weaken.

答案是B

削弱的话，不需要充分削弱。

题目中说青少年的失业率会随着minimun wage的提高而升高，那么，只要反驳说就算minimun wage不变，失业率也有所提高，既说明失业率和minimun wage并无正相关关系。所以就可以起削弱了
