我的理解:非加工的腰果能卖个好价钱（即去除出口关税），但政府不想这样，因为加工厂都在城里，（如果去掉关税，农民们都种并且卖非加工腰果的话，城里加工厂可能就会关门）所以就会使政府减少城里失业的目标无法实现。

削弱reasoning应该是说：不去掉关税，也不会有城里的失业。选项E是说如果（保持高的出口关税）种腰果无利可图的话，很多小农就会跑到城里（造成城里新的失业人口，也就是说政府减少城里失业人口的目标仍然没有实现）

应该是E吧？

我觉得该题目weaken的答案是体现以下逻辑关系 ：

剔除关税。。。不一定会减少城市的失业率！！！

E.选项。。说更多的农民进城了，应该是加剧城市的失业率阿！

C，选项说明了说种腰果的人多比加工腰果的人要多。。。。即使出口没有加工的腰果。。也可能不会影响到加工的腰果的数量，从而不会影响到城市的失业率。。但这个逻辑关系也不是很严谨！

我的理解是

高关税->城市加工厂受益->城市失业率低

削减关税->农民受益, 政府希望通过高关税保证城市失业率低

E 因为高关税,农民没有好处,所以农民工来了,城市失业率也就高了,WEAKEN了政府的目的

要weaken题中argument,也可以说，不驱除tariff——〉unban unemployment increases.

E)中，根据题意，不驱除tariff导致农民没有可获利的农作物，——〉农民涌进城市——〉城市失业率升高。

另外，我觉得选E是因为E很好地针对了题中 驱除tariff分别对农民和城市失业率的影响， 不驱除tariff的影响也是针对这两个方面来weaken的，一方面，不驱除tariff导致农民无利可图，一方面，农民无利可图导致城市失业率升高。

至于C)中，种腰果的人比加工腰果的人多，那么，驱除tariff，种腰果的人获利，农民就业率虽然高，但同样影响了加工腰果，城市中失业率依然受到威胁，与题中Argument一致（这个问题主要还是因为题中讨论的是城市失业率）。。。而不驱除tariff, 农民获利受损，但我们也不能由C得出如何会影响城市失业率。
