答案是D，我选的是A，没明白D和原题有什么关系，是不是答案有误？

这题答案没错。
题干说了个塑料的pencentage. 答案D说纸，玻璃等等能被回收了，那么他们在垃圾场就不出现了。塑料的pencentage 是塑料除以垃圾(包括塑料，纸，玻璃等等)，那么现在分母中纸，玻璃等等没有了，所以pencentage增加。这就反驳了题干中说某条例没用导致塑料增加。我说明白了吗？

那A又为什么不对钠？A应该比D的weaken更直接啊，原来要烧掉的plastic现在转而掩埋了，这样造成disposable plastics 的比例上升。

就算waste comp.能将它们烧了，他们收到的塑料还是多啊！这里的pencentage是说他们从垃圾场收来的，也就是amount of plastic that people throw away，至於收来后烧了，比率降低，和那个attempts to decrease amount of plastic that people throw away the in the garbage没关系。
