这道题目ACE与题目的无关性,可以很容易的排除,但是BD好像就很搞,看了以前别人的提问和解释,越看越糊涂,哪位nn给我shed light 一下啊?

诚然ACE就不用说了。


(D) all of any given pollutant that is to be controlled actually reaches the North Sea at present


文章所提到的excessively restrictive, 过量得控制,意思很简单,把好的也算进坏的去了,而D所涉及的只是污染的那部分,有一部分污染的到了北海,有一部分没到,但是他们都属于污染的那部分,是应该被禁止的,对原文没有作用。因为无论这部分比例如何,它们全都是污染的,都应该被禁止。


而B.(B) any substance to be made subject to controls can actually cause environmental damage
回答是的话,那么文章的UNIFORM CONTROL是需要的恰当的,回答否,那么这个CONTROL就是EXCESSIVELY了.完美的答案.
