今晚有朋友跟我这样解释的：

“这道题其实真不难，一句话概括就是羊毛出在羊身上咯
说禁烟不好因为损健康，又说禁烟好因为挣钱，所以只能忍受损健康。weaken就是挣钱有啥用，还得掏钱给人去看病。”

答案是A。我自己后来想了想，觉得要是weaken原文结论的话，主要也就是在选项中找出”颁布禁令但并不影响profits"的方法，也只有A（所有的Health Care是政府资助的）这一项才能实现。选项D当时对我有很大的干扰性，里面虽然谈到了Profits，但是又是那种跟other来比然后扯远了的选项，一样的伎俩，以后可不能再这样犯错了，呵呵。

算是补充完这道题了，看看其他NN还有没有什么补充~

个人觉得关键就是了解推论和结论，因为问题问的是要weaken
政府没有钱去禁烟，因为烟是税收的大头

这种题得用排除法比较保险
A 保留
B 出口什么的，无关
C 烟利润稳定，无关
D 烟是最大的税收来源，加强了原来的结论
E 和题目无关

这一点我同意，如果原文里面没有转折的意思的话，那么一开始的那句话就很关键，基本提示了答案。要是有转折的情况下，则是要考虑转折部分的内容。要是在结论那里出现的新的内容，这个时候优先考虑结论里面的新内容。基本上一道逻辑题就推过来了，呵呵。

本题立场是说虽然烟草近些年来引发得病率急剧增加，因为由于烟草赚钱并且占了政府收入的10%因此不能够说通过legislation去ban烟草。那么需要削弱则去削弱由于利润才不能够去ban这个观点。
Ｅ明显的是无关选项，ＣＤ都有所加强原文的观点，都说烟草占得收入比重太大了，Ｂ是无关选项，由于题目中并没有说明ｅｘｐｏｒｔ的收入部分占了政府收入的多少，所以没有办法进行判断。Ａ说了因为所有的ｈｅａｌｔｈ　ｃａｒｅ　都是政府掏钱因此得出了，政府需要花钱给因为抽烟的病人去花钱看病，还不如不卖烟卖烟。
