答案为D。我的问题是为什么that引导的从句里可以用一般现在时？？？怎么理解？然后能不能说一下什么时候过去完成时，感觉gmat里面很少用过去完成时啊

the present are allowed (if the agreement remained in effect when the sentence was written) or
the past were allowed (if the agreement was no longer in effect when the sentence was written). Since were allowed does not appear in any of the options, we can assume that the correct verb tense is are allowed.

过去完成时除了必要的时态标志词之外，是指动作发生在过去的过去，语义上和逻辑上要有一个过去的动作作为时间标志词

从语义逻辑上我能理解，但是语法上主句是一般过去时reduced，从句用are allowed不算错误吗？请大侠指教

Are allowed就是要从语意上理解，因为讲的是过去的一个政策产生的影响，这个政策还是在发生效力的，就是说现在还遵循这个政策，所以是现在是。句子里没有说这个政策在过去的时间停止了，所以reduced不太好

定语从句中的时态在于描述那个amount，该时态独立于句子时态，决定于该amount是否当前还成立，如果成立则用一般现在时，如果不成立则用一般过去时。
