求教一道语法题题目，求教各位大神啊！

各位大神，1997不是在1981年之后吗？为什么可以用had grown这种时态呢？不是应该过去的过去才能用吗？
真心求教，各位大神拜托了！

到1997年为止这个数字已经增长到。。。。
数字的增长是在1997年之前的所以用过去完成时

如果用by now的话才可以用现在完成时
