Springfield Fire Commissioner: the vast majority of false fire alarms are prank calls made anonymously from fire alarm boxes on street corners. Since virtually everyone has access to a private telephone, these alarm boxes have outlived their usefulness. Therefore, we propose to remove the boxes. Removing the boxes will reduce the number of prank calls without hampering people’s ability to report a fire.

这题本来我就晕晕乎乎，两边答案不一样就更纠结了，OG13上答案是A而GWD上答案是C，解释说的还都挺有道理，各位大牛求解><

当然是og的对，GWD的来源不是１００%准确，是大家一致认为的。

因为每个人都有手机，所以我们要remove这些boxes
本来这应该是因果推理的，但是问题在于后面还有一句话，就让推理变成了方案的
再加上问题问的就是方案的可行性
方案的目标：**reduce the number of prank calls **hampering people’s ability to report a fire.
第一个是方案的可行性，真的可以减少吗？第二个感觉更像是副作用，这样做真的不会有害吗？
Helr 说题目的选项中是不会同时出现两个CQ的方向的，感觉在这题上出现了两个方案。

方案题：不吃饭可以减肥
CQ：（1）方案副作用：不会影响身体健康吗
（2）可接受性：你真的可以做到不吃饭吗
（3）可行性：真的可以瘦下来吗
（4）冲突目标：你还有体力学习吗？

A用私人电话的一个优势，增加方案的可行性：因为私人电话有这样的好处，所以这么做可以达到预期的目标

C的指出的是一个私人电话的另外一个好处，这个好处有利于灭火，但是并不涉及**。可能会涉及**，那只能说可以更好的，但是并不能说原来的boxes会hamper。。。

E. On any given day, a significant percentage of the public telephones in Springfield are out of service.
E是针对**的，就是说移除不会影响报警，但是这个support的强度不大，是a significant percentage，而不是全部。
