答案是A。解释说选项必须要支持条件(1)减少误报(2)不妨碍人们报告火情 至少其中之一 。
而我认为，C说电话可以提供更多信息，就是增强了人们报告火情的能力，换言之就是报告火情的能力没有被损害，这不就支持（2）了么？为啥不能选呢？
还有我一直不理解og中对C的解释： This indicates that it is better to receive fire calls from telephones than from alarm boxes—other things being equal—but that support neither (1) nor (2). There is still the possibility that the only person aware that a fire has started is near an alarm box but lacks access to a telephone.不明白后面举例那个可能性是什么意思？
