but是连词，意思是这个societies是同时建立的，也是分别独立建立的，就是个意思。simultaneously with 和independently of 两个成分平行，都指向 the more celebrated city-states

simultaneously with 和 independently of 是平行结构，意思是相反的，所以要用but

BD主句改变了原句的时态，错。C 出现了两个谓语动词，错。A语法也对，逻辑也不错，但是不够简洁，故E更好。

未划线部分的in what is now southern Iraq.是什么结构呢？？what不是不可以代替which引导定语从句吗？
