请教大神们一道语法题

这题我上来就把BCE排除了，因为我觉得found的发起者不能是investigation，所以选了A。正确答案是C。哪位大神能给我说下这道题的判断标准是什么啊

A的话finding逻辑主语是twelve hospitals，明显不对，所以这是一个本题的一个考点，再去看其他选项有没有这个点的类似错误，然后排掉
B的话明显主谓不一致的明显错误排掉
剩下cde，主要区别是后半部分find that后面的并列，语义上c优于d优于e，故选c
其实我觉得主要还是应该着重语义啊

a还有一个错〜 find 后面的三个并列第一个和第三个前都有that 第二个没有，不平行。

我也觉得是语义为上呢，那你有没有看曼哈顿sc呀？好多大神说那是神书，但我觉得里面讲的着重是语法，GWD又说要用语义做题，我现在觉得好蒙啊。。。。都不知道该信谁。。

gmat的理念是讲究效率，所谓效率就是遇到不同情况用对应的有效的不同方法去处理。也就是说，你觉得做题的时候有明显语法问题就用语法做，有明显语义问题就用语义做。并非死板的一定要用语义或者语法分析，比如你的这题，前半部分我用语法排除，后半部分用语义排除的。所以曼哈顿sc至少对我来说还是有用的。

C中的by state medical officials覺得應該有個made by...什麼的，不懂????
