这两个用法并不存在哪个更简洁的问题的。that incurred by using air conditioning中that指代的是fuel penalty这样才合理，但是如果c项中that也是指fuel panelty也是合理哒。书上我看到的解释是说因为c中that指的是wind resistance, 才错。所以我不是很明白，为什么不能指代fuel penalty？
