同样的题目内容不一样的要求说明，有什么很大区别么？

比如issue题库里，题干是完全一样的，但是下面的要求不尽相同，比如说第6题和14题：
6. A nation should require all of its students to study the same national curriculum until they enter college.

这里的要求是：Write a response in which you discuss the extent to which you agree or disagree with the recommendation and explain your reasoning for the position you take. In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position.

而14题题干一样但是要求不太一样：
Write a response in which you discuss your views on the policy and explain your reasoning for the position you take. In developing and supporting your position, you should consider the possible consequences of implementing the policy and explain how these consequences shape your position.

这样的题目在题库里还是有一些的，请问如果用同样的提纲回答会不会与要求不同所要表达的意思不相符呢？还是说没有太大问题？

这两个其实差不多的，都是要具体分析在不同的情况下的利弊，可以一样

那就是说题库里面同样题干但要求不同的也会有写作方向有很大区别的咯？
