Hutonian Business Representative说：如果考虑到 businesses 附近的停车点，那么停车位就够了。
题目问persisting 政府，就是说选项要能说明停车位不够。
C说私人停车位对司机来说太远了，很浪费时间。意思就是说虽然有这些停车位，但还是很多司机不会去，还是会导致停车位不够，支持政府的做法。

额，很难把business的停车位和private停车位联系起来。
