不明白啊,答案选E,为什么呢?

答案选D,但是不是应该是 but this was NOT the issue raised by Teresa 呢?

38,    weaken except 表示 not weaken;  原文结论为: 加入计划导致不满;


很明显: A , 由于他因(rumor) 导致不满意, 所以是weaken;  B , 没加入的也不满,所以weaken; C, 加入导致满意, weanken;  D, 加入导致满意, weaken;  只有E, "参加者在开始计划时认为计划将改善工作环境"  irrelevant, not weaken           所以 E .

58, 这里的this指代的是impediment, 即经济上的昂贵导致发展的障碍, 这正是T提出的issue.
