The Highway Traffic Safety Institute reports that the PZ 1000 has the fewest injuries per accident of any car in its class.  This shows that the PZ 1000 is one of the safest cars available today.

Situation:　Ｐ在它的级别的车里是最少发生事故的．所以说Ｐ是现今最安全的车．

（这个题的assumption明显是说Ｐ所在的级别是所有车的级别中最安全的，那么它才能成为所有车中最安全的）

Ｃ项，正好与这个assumption相反．

E是无关项.报告发布的频率与这有何关系?--题说的是P所在车的级别和其他车的关系.(LZ说的什么一年更牛的车什么的,都是你自己想的,E项里根本没说!)

个人意见，原文认为p是每次事故中受伤最少的车，并没有说p车发生事故的概率

而c说p车是出事故最多的，所以weaken

简单说：虽然同类车中他最牛，但是由于整个类别差，所以不能说P车是所有车中就牛了。所以C是weaken。

我的理解是,

P车是同类车里比较安全的车,但是P所belong的这类车比其他的车类更加容易发生事故.所以P其实也是事故多发车.

所以WEAKEN.
