本人选B，认为，只有大家并不是非要用木头生火做饭取暖的时候，这个法令才得以执行。
正确答案E。

这个过程是因为烧木头给人的健康造成了危害所以政府要颁布规范。可以支持这个推理的我觉得E比较好，对人健康的部分做了解释和加强，B觉得比较没关系。
