WORDS: 639 TIME: 00:60:00 DATE: 2012/9/15 21:40:16 As the society rapidly develops,substantial changes and progress have taken place in various fields, such as economy,culture and social values. It matters a lot on the issues of how the progresscould be maintained stable and how the leaders could conduct the developmentmore efficiently and scientifically. When it comes to the issue of what qualitiesthe leader should have if he or she is selected as an effective representativeto accomplish the goals of the people, the criteria varies to a large extent.There are some prevalent sayings that the highest ethical and moral standardsare the most needed qualities that a public official should have. However, as awhole effect in general, the claim is problematic in several aspects. It is, on the one hand, mostly a result ofthe role regularly played by the public officials that they are standing infront of the public and spotlight most of the time, which means that eachsingle act could be captured by the citizens. Thus the specific role ofmodeling makes the officials conscientious of whether their personal behaviormeets the standards of the highest ethical and moral requirements. In addition,as is known to all, people who have a common experience of high moral andethical deeds for once might obtain respect. But it might be hard for them toremain doing so for a long time, concerning that it is those ethical and moralstandards that constrain them when they do things and they are always undersurveillance as well. As a result, a person who could insist on maintaining ahigh moral and ethical standard could be effective in conducting the development,since that their behavior is a reflection of superior ability. On the other hand, it is understandablethat most of the public figures are not qualified for the standard of highestethical and moral deeds. The reason lies in that it is human nature thatdetermines the cognition and deeds, thus no one could be regarded as perfect.Even if there are such individuals that meet the highest standard, not all thepublic officials are capable of reaching such requirements. As long as thepublic officials conform to the laws, the ethical deeds are less importantgenerally. In addition, for the public officials, it is the abilities ofexactly doing contributions and thus benefitting the people rather than settingup a useless ethical standard that matters. On the consequence, continuallypursuing a perfect ethical standard and moral deeds contribute little to thegeneral benefit of a nation. Since that it is obscure of the moral andethical standard, different people tend to have numerous estimations of it.Only by setting the benefits and welfare as the ultimate goal to reach couldthe controversy be attenuated. Take some countries that are in great difficultyfacing financial crisis as an example, the major concerns for the leaders andcontradictions for a nation are to direct and reinstate the country back to thestatus before the crisis. Comparably, the high ethical standard is consideredless critical and urgent. Whereas, the public officials should nevertheless berequired of highest ethical and moral standards in regular situations. In sum, with the various roles of the highestethical image and that of the actual abilities, the issue of whether the publicofficials should be exemplifying in public with highest ethical and moralstandards could be discussed depending on different situations. Theextraordinary ethical and moral standards would always be the prerequisite ofthe public officials in regular conditions, while it could be less crucial whenthe country is faced with difficulties and thus guaranteeing the benefits ofthe general public is put most urgently. Only by taking possible situationsinto account could the issue be accurately and rationally solved and maximizethe welfare of the people. |
