The author said that the reason that interest rates on personal loans in California are higher than in any other region of the United States lies in the shortage of competition among banks.  However, Choice A said the reason is the comparatively high wages they must pay to attract qualified workers.  Choice A points out other reasons to explain the higher interest rate in the California rather than the shortage of competition.  Therefore, the conclusion can not be established.

Because the labor cost is comparatively higher in CA than that in the other states, the banks in CA charge more from the DEPOSITORS. But we must bear it in mind that the group of the Consumers in LACE>CaliforniaLACE> seeking personal loans ARE NOT necessarily identical to the group of those DEPOSITORS. Since the comparatively high labor cast has already been compensated by charging more from the DEPOSITS, if Banks in CA charge high interest rates on the personal loans from their CUSTOMERS who are seeking money borrowers, then the labor cost of the banks will be compensated twice.
The reason for the banks in CA to charge more from DEPOSITORS can not necessarily be contributed to the high interests on personal loans. Because, again, money borrowers, in this case customers, are different from depositors.

To weaken the conclusion, we must provide other reasons to explain.  A-because of the comparatively high wages they must pay to attract qualified workers- has worked in this way.   (California banks charge depositors more than banks elsewhere do for many of the services they offer) just repeat the conclusion. whether depositors is that customers should have no nothing with the effect of the other explanation.

I think that to weaken the conclusion, we must weaken the reason.  A(Because of the comparatively high wages they must pay to attract qualified workers) could work in this way.  The last half sentence of A just repeat the conclusion.  The discussion of whether the depositor is customer is out of the scope we are asked to slove.

A中,California banks charge depositors(存款人) more than banks elsewhere do for many of the services they offer. many of the sevices中包括了personal loan。这句也就等于,California banks charge depositors more than banks elsewhere do for personal loans。

至于depositor和money borrowers是不是同一团体,字面上看不是。但不知道美国人是不是有这样的common sense:只有depesitor才可以向银行借钱。如果是的话,这题就说得通了。

我觉得讨论A为什么对是没有什么意义的。我觉得题目有错。A选项的后半句讲到depositor还有many of services根本和题干提到的personal loans是没有关联的,忽略后半句而只凭前半句的high wages来认为这是它因是不够的。我觉得从GMAT的逻辑的出题精神来说,把D选项的lower改为higher才是正确的答案。改了之后,CA的personal loans的不偿还的比例高于其他地方才是CA interest rate比较高的他因。相信做过一定数量GMAT逻辑的同学都能看出D选项改正之后更符合GMAT的风格。
