答案A 给了两个前提：要保持Good & Service Tax的收入＋而且更多境外购物的现象推出结论：（在总数不能减少的情况下）提高Good & Service Tax率来承担单位减少的损失
Q2
有效使用能源造成能源使用量减少。
简单说，功率 x 时间 = 工作量
要保证时间减少的前提是功率提高和工作量不变。
现在题目中其中一个前提（功率提高）已经有了，答案只有A，其它都是无关的

个人认为：假设题应该是加上一个必要条件满足结论，不需要否定条件，已经说if~~~了~
