请教费费讲的两道题

答案A 给了两个前提 : 要保持Good & Service Tax的收入+而且更多境外购物的现象 推出结论: (在总数不能减少的情况下)提高Good & Service Tax率来承担单位减少的损失

有效使用能源 造成 能源使用量减少。
简单说,功率 x 时间 = 工作量  
要保证时间减少的前提是 功率 提高和工作量不变。
现在题目中其中一个前提 (功率 提高)已经有了,答案只有A,其它都是无关的

个人认为:假设题应该是加上一个必要条件满足结论,不需要否定条件,已经说if~~~了~
